National Construction Cross
The National Construction Cross was a decoration of the Tanoa Einsatzgruppen for service on projects designated as works of national importance. Its official names were Aufbau-Ehrenkreuz in German and Cruz de la Construcción Nacional in Spanish.[1] Eef Paap established it under the honours reform of 6 November 1987.[2][3] It had one class.[4]
Eligibility
[edit | edit source]Military fortifications and civil construction came under the same project schedule. Orbital and off-world works could also qualify until the separate space-era statute took effect in 2003. Eligibility covered Tanoan citizens and subjects performing civilian, military or paramilitary construction duties. Ordinary compulsory labour-service personnel were eligible, but prisoners and enslaved workers were excluded.[4]
The Ministry of Construction and Territorial Development prepared project schedules with the Bau-Einsatz and responsible departments. The Führer approved them in batches. Completed projects and those underway when the Cross was established could be included.[4]
Qualifying service
[edit | edit source]The three service routes conferred the same Cross.[4]
| Service route | Required period[4] |
|---|---|
| Direct on-site work, including engineering, surveying, assigned transport and project logistics | 10 weeks |
| Off-site work assigned specifically to the project, including design, procurement and administrative support | 20 weeks |
| Assignment during an officially declared hazardous or emergency construction phase | 3 weeks |
The responsible minister declared hazardous or emergency phases on technical evidence. The eligible duties and dates were registered with the chancellery.[4]
Calendar days counted during a continuous assignment, including normal rest days. Leave away from the assignment, detached employment and unrelated duties were excluded. Certified periods could be combined within the same designated project or programme, but not across unrelated projects. Two off-site weeks counted as one direct-service week, with each day counted once. The three-week hazardous or emergency route was assessed separately.[4]
Installation and testing qualified through commissioning and formal acceptance. Later expansion, reconstruction or major repairs needed a specific designation. Routine operation and maintenance did not qualify. If death or permanent disability caused by project duties ended an assignment, medical and project records could establish entitlement without completion of the remaining service period.[4]
Award and repeat service
[edit | edit source]Project authorities certified the service roll for the responsible ministry or service. The chancellery checked it and conferred the Cross in the Führer's name.[3]
Each recipient could receive the Cross once. Later qualifying projects were entered in the record without another Cross or clasps.[4] A separate productive achievement on the same project could qualify for the Eef Paap Labour Merit Cross. The Construction Cross itself recognized qualifying service rather than exceptional productivity.[5]
Insignia
[edit | edit source]The dark-bronze cross pattée showed a bridge and fortification beneath the state eagle and swastika. It hung from a ribbon on the left breast, with a plain ribbon bar for ordinary uniform.[4]
