Angelo Paap, also known as De Toren and De Hap, is a Dutch member of the Paap family who operated a homeless camp on the outskirts of Rotterdam. He restricted residents' movements and kept them confined for long periods while providing them with little food. Three residents were removed from the camp in August 2023 following a petition organized by Walter Noord. Paap subsequently came under investigation for alleged corruption and abuse.[1]

Background

[edit | edit source]

Paap was born in Rotterdam, the son of Martin Paap I, who served as Great Paap from 1948 until 2007. His brothers include Martin Paap II and Maltin Paap.

Paap is 2.36 m tall, which gave rise to his nickname De Toren (the Tower). He was also known for frequently complaining about being hungry, often saying "Ik heb verdomd honger" ("I'm damn hungry").

Homeless camp

[edit | edit source]

Paap operated a homeless camp on the outskirts of Rotterdam, where he exercised control over the residents' daily lives. His relative Antonie Ronald Paap moved into the camp in 2015 after leaving Camping De Maasvlakte because he could no longer afford the site fees. Martin Paap I had joined him by 2017, and Maltin Paap also lived there.[2]

Paap prevented the three men from leaving the camp for long periods and provided them with little food. People familiar with the site called him a "concentration camp general" because of the restrictions he imposed. His control extended to Maltin's activities outside the camp. Maltin occasionally carried out small-scale black-market work, but Angelo monitored his brother and decided when he could conduct this work.[3][4]

Petition and investigations

[edit | edit source]

In 2023, Walter Noord began collecting signatures for a petition demanding that Antonie Ronald Paap, Martin Paap I and Maltin Paap be removed from the camp. Noord sought to end their confinement and have them placed under formal care.[5]

The petition succeeded in August 2023. Antonie and Martin I were transferred to a supervised care home in the Rotterdam area, while Maltin was sent to a rehabilitation centre. Noord subsequently helped pay for Antonie and Martin's long-term care.[1]

Following the removal of the residents, public attention turned to conditions at the camp. Paap became the subject of investigations into alleged corruption and abuse, including the treatment of vulnerable residents under his control.[1]
