Erik Paap (born 19 September 1963) is a Dutch cannabis dealer and former foundation administrator. He headed the Rotterdam office of Themis from 2004 until 2013, when Eva Hoos succeeded him. After returning to Vriendendam, he began cultivating and selling cannabis. He has been convicted twice of cannabis offences.

Career
Paap was born in Vriendendam on 19 September 1963. He moved to Rotterdam in 2004 and joined Themis, a foundation established by Eef Hoos to support prisoners and former prisoners. Paap became head of its Rotterdam office and served on the foundation's board.

During his management, Eva Hoos directed the office's debt collectors. Paap objected after she assaulted a transport-company debtor. Eef intervened and allowed Eva to continue directing collection visits. Paap remained head of the office until he left Themis in 2013, when Eva took over its management.

After returning to Vriendendam, Paap began using cannabis and developed an addiction. He later started cultivating it for sale. He did not maintain a fixed home in the town centre and eventually began living in wooded areas of the Hoge Veluwe, using temporary shelters.

Criminal activity
Police have arrested Paap repeatedly for cannabis offences in Vriendendam. Searches uncovered cannabis that he kept for sale, along with plants he was growing. Other arrests followed direct sales to customers.

Two cases resulted in convictions. One concerned possession with intent to supply cannabis, while the other concerned its sale and delivery. His other arrests for possession or cultivation did not all result in convictions.
